Taxonomy Not Replaced If Unmapped Items Present

During taxonomy migration, if there are unmapped tagged items, the taxonomy replacement does not succeed on the first attempt.
This is a bug that affects taxonomy replace operations that try to delete tags due to items being tagged but not mapped and will be addressed in future releases. This first attempt will only delete the tags from the unmapped items, but it will not replace the taxonomy.
To resolve the issue:
- If the tags on the unmapped items do not need to be preserved during the replacement, then a subsequent taxonomy replace operation will correctly replace the taxonomy.
- If the tags on the unmapped items need to be preserved during the replacement, then the mapping between the taxonomy must be fixed in order to include all the tagged items prior to committing to the first replace operation.
